Black Forbid. Too strong? Loads of card disadvantage and a bloated cost for an edict might help.

Mmm. Looks potent, potentially oppressive, but does need quite a hefty stream of card advantage to take full advantage of it. Along with the usual weakness of Edicts to token decks, it's probably okay.
