Related somewhat to Past in Flames and Anarchist, with the buyback flavor of Gamble. Snapcaster Mage effect in red?
Hopefully it's not too strong, as I don't think Act on Impulse is very strong. This is much better, obviously. Could be a strong finisher in a format like modern? By turn 5, if you haven't won, Musings -> Bolt -> Bolt deals something fierce.
