The "at random" clause hopefully makes this weaker, as you need at least two creatures to target and eventually one of them is going to be yours. If it's too powerful, I'll probably modify it to "choose target creature you control and target creature you don't control" or something.

Without the buyback it would be fine. If you're set on using buyback I think the cost might need to increase.

Well... hmmm... Flame Slash only costs {r}, and this card (without buyback) is clearly worse than Flame Slash. I agree that you got to be cautious with buyback, but this one might be fine.

Personally, when I'm costing a card with buyback, I like to think of the card as an enchantment with activated abilities, and then try to determine if that sounds fair. So in this case:

That ain't perfect, I know. The {0} cost kinda messes with the head. But it seems like a reasonable enough enchantment to me.
