Actually, the proper template for 2 differently targeted options is "Choose one". So that would make the card read "Choose one — Target black creature get +3/+3; or target non-black creature get -3/-3."
I think this should be worded "Up to one target black creature gets +3/+3 UEOT. Up to one target nonblack creature gets -3/-3 UEOT." That accomplishes what I think is your goal of allowing this to be case when there's only one of the desired targets.
We'll just borrow the second half of Sakiko's Oracle wording. I was trying to avoid length issues, but I guess I can't. The mechanic ufortunately has a lot of words, since, I guess, it's two mechanics.

Mm, I always like the Sakiko, Mother of Summer effect. I'd like to see this keyword happen. (Although technically it'd also need to not empty between the combat damage step and the end of combat step.)
