How about 2 mana cost, 3 mana to activate?
Enchantments that stick around (other than auras) are almost never common, especially big bomby ones. This card could stand to be three or four mana cheaper. Also, this effect feels very white to me.

Well, it is supposed to read "blocking" lol... but no, it is not a triggered ability. It is a static ability to denote exactly when a blocking creature is a blocking creature. Then and there.

I designed it flavor first, but each color has an out of proportion power card. But I like this design as a top-down angel of judgment style card.
hmmm, good point. But soldier doesn't really fit. I'd see it more as a cleric or blacksmith type.
This guy is really, really powerful, especially for this set. Maybe go "Tap two other untapped wizards you control: Target instant or sorcery card in your graveyard gains flashback until end of turn. The flashback cost is equal to its mana cost." instead. That way you can't go infinite with Time Warp, and cheap control spells like Unsummon or Terror or Remand (or even just Ponder) don't get intensely aggravating. It's cheaper that way, but it also doesn't recur creatures and enchantments which blue probably shouldn't do anyway.

How about ETB, draw then discard? I don't think this sort of common narrowness, needs to have a cantrip attached. I think looting might just be a bit better.

I'd put "When ~ etb, draw a card" on there. Pretty narrow and weak, but it could be an interesting draw engine when combined with various cards.
Still strictly worse than Augur of Bolas in a really bad way. I agree that this drawback is pretty dope, though. Maybe make it a 1/4? with flying?
Why do you like strictly-worse cards so much?? To be fair, the cards that this one is strictly worse to are pretty OP, but still.

Cool card, I like it a lot. if it was in a regular set, though, it would probably be rare, or at least uncommon, since countering abilities doesn't happen all that often.
The ability should be worded, "When Chain of Impairment enters the battlefield, counter all activated and triggered abilities generated by enchanted creature." or "When Chain of Impairment enters the battlefield, counter all activated and triggered abilities for which enchanted creature is the source." or something like that. I had to check the comp rules to come up with a template for this one, because this effect is pretty unique!
Much worse than Gridlock. Being able to tap lands doesn't make it much more powerful at this cost, and doesn't make it any more interesting.
This could be drastically reduced in cost. I'd go with a 1 mana aura with a 4 mana ability or a 3 mana aura with a 2 mana ability, probably. Neat take on Indestructibility.
Trample is typically outside of white's colour pie, and should only be put on special critters.
Is the second part supposed to be a triggered ability? If so, should be worded (on a separate line) as, "When a creature you control blocks, it gets +1/+1 and gains defender until the beginning of your next turn's end step."
Solid card for most sets, way above the creature curve for this one.
