You may play those cards? As in, you still have to pay their mana costs? After spending 6 mana to activate this?
This is pretty scary - giving you a Death Wind every turn - but on an expensive rare that's basically fine. It's comparable to Visara the Dreadful or Drana, Kalastria Bloodchief (and obviously needs a lot more mana than Visara).
I like the way that she grows as she kills stuff.

I think that's more suitable for mythic, yeah. A wrath with a 5/5 indestructible Angel is pretty awesome.
(I didn't mean that the token needs the ETB trigger, sorry. I can see how that was confusing. I meant that this spell could be "Creature - Angel" rather than a Sorcery. It worked fine the way you had it before: "Put a token... Destroy all creatures.")
Yeah, that sounds fine. First strike is a little odd on something with a high toughness, as it often won't matter, but there are enough circumstances where it will that I'd say it's fine.
I'm certainly not saying things should be strictly better than already-existing cards, but this just seems odd. It's strictly worse in two ways than a card that never got anyone excited. I wouldn't mind a 2/1 for
, but this is more colour-intensive too: it's making it hard to play it on turn 2, which is the only time you'd ever want to play it in Limited, which is the only format in which you'd ever play it.
If you really want it to be
, how about adding some irrelevant "bonus"? Like gaining 2 life when it ETBs or something. (Okay, not quite that, because that'd still be worse than Lone Missionary in two ways. But something.) It can still be a bad card - a very bad card - without being strictly worse than other bad cards.
Alternatively, how about being 3/1? That'd still be worse than Accorder Paladin and Daring Skyjek in two ways, but it'd still be exciting enough to want to play in Limited.

I think 2/2 is a good size. Blue shouldn't be outright crippling opponents' creatures, just weakening them. Kind of like why Rapid Hybridization makes a 3/3.
Hmmm...So, the creature becomes a 1/2? Or should it be just 2/2 (make it a morph more or less.)

I decided against Serra Angel, they never give it good art in recent reprints.
Also, there are no Serra Angels on Ulgrotha, strange, but who am I to argue with MTG lore.

Not everything needs to be strictly better then cards that already exist. Asyean Guards may have big polearms, spears and swords but they don't have much armor. It really doesn't help against the dark creatures.
I could chance it to 1WW; and I guess a different name, how does "Serra's Sanction" sound?

An amusing drawback, but blue normally gets a 1/3 for
with no drawback: Lumengrid Warden. In fact, blue gets a 0/4 for
: Kraken Hatchling. Perhaps this could be 1/3 or 1 mana cheaper.
If you want to make a creature lose all abilities, you need to give it a new size as well - otherwise Tarmogoyf and Crusader of Odric don't know what to do. That'd be fine on this card: it'd be like Lignify with the interesting counter-them-all trigger.

I like it. It's a little bit like Phyrexian Rebirth.
Normally Wrath effects are rare rather than mythic. I don't know if the angel token is enough to put this over the edge into mythic territory.
Perhaps you could invert it, to make this a 5/5 Angel which is permanently indestructible, and has an ETB trigger to destroy all creatures? Like a mythic version of a Sunblast Angel. (If it's permanently indestructible then I suggest it also not have shroud.)
Oh, sadly the name here is a bit too similar to Radiant's Judgment.
Reminds me of Skyhunter Patrol, which also suggests this could be slightly larger or less colour-intensive.
