An amusing drawback, but blue normally gets a 1/3 for {1}{u} with no drawback: Lumengrid Warden. In fact, blue gets a 0/4 for {u}: Kraken Hatchling. Perhaps this could be 1/3 or 1 mana cheaper.

Still strictly worse than Augur of Bolas in a really bad way. I agree that this drawback is pretty dope, though. Maybe make it a 1/4? with flying?

Augur is an uncommon. But otherwise I think it is fine. The drawback will only matter a few times, and it fits flavor enough that I'm inclined to keep it. I might give it activated flying? U: flying?
