Enchantments that stick around (other than auras) are almost never common, especially big bomby ones. This card could stand to be three or four mana cheaper. Also, this effect feels very white to me.
But...but...NOMNISCIENCE! (mana cost dropped down by (1). I don't want to make it super cheap. Cause it would be horribly obnoxious in EDH otherwise.
Is this really meant to be common? It's a horrible, horrible common - people would get really annoyed seeing this clutter up the last picks of their booster packs every draft.
The last pick isn't so important, its the dregs of the booster. Most people don't get anything they can, or will use anyway.
I got to agree with Alex, here. The only reason I can see for making this card a common is to piss people off. While it's true that there are often commons that people don't take, they're traditionally skill-testers (cards that look good, but are secretly not so good) or could, in theory, be run if your draft is going very poorly. Burst of Speed or Angel's Mercy ain't pretty... but they still do something. Personally, I support occasional goofy 15th pick common enchantments like Escape Routes. This card, however, to many players, is a reason to stop playing Magic.
Even Gloom was uncommon.

I'm cool with uncommon. Casual players may get 3 or so... but they won't end up with 7. I know I came down hard, but I do like this card, too. It is very good in EDH, and I find the times when it's good in constructed to be very funny.
Yeah, this is likely fine at uncommon. (Wizards would be more likely to print it at rare, but the effect might not be quite splashy enough for rare. I'm tempted to suggest channelling Grand Arbiter Augustin IV and add "Spells cost you
less to cast" as well (as well as bumping it to rare).
My rule of thumb: never make spells cost less with this type of card/
