I doubt I have the wording right. The intent is that whenever the enchanted creature blocks a creature, the controller of the creature being blocked is dealt 2 damage.

II was originally going to be deathtouch, but menace felt closer to the actual fear people have of angry and unwelcoming neighbors. II doesn't specify Citzens just to be more general as a card.
Changeling won't be in this set, so unless there's reason to believe that this would hypothetically become a problem in an eternal format, I do not see strong reason to be concerned, unless this means that the total number of creature types in MtG must be accounted for if such a number already is not noted.
It also gets +billion/+billion if it eats a changeling. The unfinity card (blech) that cares about number of creature types makes sure to exclude changelings
"Then, choose one" doesn't work. You have to choose modes (and targets) as you put an object on the stack e. g. while casting this spell.
"When you reveal a card this way, choose one" would work though, because now you create a new triggered ability and can choose modes (and targets) at that time.
"Counter target spell that shares a type with the revealed card. If a spell wasn't countered this way, draw two cards instead." altered to mechanically relate to Scout rather than just feeling Scout as a concept
Mechanically Role is return the Aura to the player's hand to be played again, if a condition matching the color was met.
Flavorfully, the idea is that if no one is performing that no one was performing that role or duty in society until someone by chance falls into it (the condition to return the Aura to hand), and after someone falls into it, that societal role will be taken up again.
