The idea was that this card could be used to destroy a legendary creature (since it would subject it to the 'legend rule'). It isn't to destroy anything, but I think this ability is a blue enough way to allow it to do that.
I must have been tired, because this literally doesn't do that for many reasons (it's not legendary itself, and it doesn't even enter under an opponents control). I really like Sorrow's idea of polymorphing, because the idea of this card was that it permanently shuts down a legendary creature (bouncing and other stuff isn't very permanent, but making a creature into somethign is)...
What was the intended goal of this card? I feel like I need to know that before I can offer commentary.
Might I suggest polymorphing creatures that share a name? I feel that's a blue way to handle what's being copied. But, I'm biased towards thinking of faeries.
Sadly this isn't actually legend hate unless it's legendary itself. That's why Spark Double doesn't need to change its name: all it does is subtract Legendary and you're fine. You have one Jace Beleren that's legendary and one that isn't and the rules are fine with that.
Mmm. Could bounce it back to their hand, I guess? That's in blue's wheelhouse.
Card name could totally be "Spartacus".
