3 mana seems rough. Without context, I could see this at 1 mana honestly. Like Zealous Guardian for example.

Well, some of the time this is "Destroy target legendary creature". Which is definitely 3 mana worthy. (And, uh, not blue.)

But under the current rules, it only impacts legends that you control. So sorry froggy, the rules don't quite let you do it this way.

And this also gifted itself to target player? That would still not quite do the job. Because the controller gets to choose which of the legends to sacrifice.

So unless your set has some good reason for you to kill off your own legends, this doesn't quite seem workable under the current rules.

I mean, without getting on the nose and adding "Destroy target creature with that name". That would do the job.

Oh! Or it could control Magic that card?

Also, replacement effects can't target. Once you figure out a design that actually accomplishes what you want, this part of the effect should be

>As ~ ETBs, choose a creature.

>~ has the chosen creature's name in addition to its own.

And then for the actual effect of the card, maybe

>Creatures that share a name with this creature can't attack or block, and their activated abilities can't be activated.

This effect is purely in white's part of the color pie though

Mmm. Could bounce it back to their hand, I guess? That's in blue's wheelhouse.

Card name could totally be "Spartacus".

Sadly this isn't actually legend hate unless it's legendary itself. That's why Spark Double doesn't need to change its name: all it does is subtract Legendary and you're fine. You have one Jace Beleren that's legendary and one that isn't and the rules are fine with that.

Might I suggest polymorphing creatures that share a name? I feel that's a blue way to handle what's being copied. But, I'm biased towards thinking of faeries.

What was the intended goal of this card? I feel like I need to know that before I can offer commentary.

The idea was that this card could be used to destroy a legendary creature (since it would subject it to the 'legend rule'). It isn't {u} to destroy anything, but I think this ability is a blue enough way to allow it to do that.

I must have been tired, because this literally doesn't do that for many reasons (it's not legendary itself, and it doesn't even enter under an opponents control). I really like Sorrow's idea of polymorphing, because the idea of this card was that it permanently shuts down a legendary creature (bouncing and other stuff isn't very permanent, but making a creature into somethign is)...
