I feel like it should be pointed out that Mass Calcify exists. I'm not saying Dust Hurricane, or Mass Calcify is fair or not... I just find it interesting that by the time you pay to exile one creature with Dust Hurricane, you could have wiped your opponent's board with the Calcify.
Just did a quick Gatherer search for "Destroy All" or "Exile All" "White" "Uncommon". Getting rid of all the enchantments is obviously a thing. And... heh... there's Tivadar's Crusade. But outside of that, no, it isn't really a thing.

One multitarget o-ring is Quarantine Field though you could definitely play with variants that exile a set number of permanents. Actually, I also aren't a fan of Oblivion Ring / Banishing Light since most of the time it ends up playing like hard removal and is too flexible. Since when has white gotten board sweepers at uncommon? Is there a specific card you are alluding to?
the other obvious use of this slot is a wrath effect. White gets those at uncommon.
The spell as it is could be black: Silence the Believers, Dark Impostor, Sever the Bloodline, Dregs of Sorrow, Hex, Eliminate the Competition, etc.
As for what
uncommon removal spell could do instead...
Common effects would be
> Destroy / exile target [attacking] / [blocking] / [blocked] / [tapped] creature [with power X or more].
Redirections: Turn the Tables (rarity shift to uncommon) / Kor Chant (reflavored functional reprint) / Harm's Way
Just Topple or with a twist:
