Nah; it's not killing their ramp, just their colour diversity. Mind you, it's pretty nasty as your 2-drop against a lot of decks.
This card exiles its target so you can use the exiled land face down as a token.

Nice. No, I like this exactly as it is.
Numbers should be tweaked, of course.
But the general feel is making red's connection to sorcery cards stronger than to instants, leaving that to blue.
It's basically a Leonin Scimitar with equip
. That's pretty strong in and of itself, and getting to attack for 3 on an empty board makes this pretty powerful.
But, well... white is allowed to get pretty powerful 3-drops at uncommon. This is probably fine, just strong.
Soft-counter, at hard-counter cost. But I guess the cost is paid when you can afford it rather than when you use it. So a nice threat. Yeah; I can see it working, and being annoying but not too annoying to play against.
