Originally this card was called "Swords to Spades" and read:
"When an artifact goes to the graveyard from play, you may exile it instead.
When an artifact is exiled, you may put a +1/+1 counter on target creature you control."
It's an older card in the file, and one that both exiled artifacts, which doesn't jive with one of the set's keyword mechanics, and adds +1/+1 counters which is a no-no. Keeping with the theme of a clean graveyard, though, I changed it to creatures exiling... which now infers that the Mirran refugees are using the metal from dead Mirrans due to a metal shortage...
That's good. Gave me an excuse to make this cost
instead of
while I was at it. I also originally had this card sacrificing to gain land, which I decided I couldn't do if it used mana to keep returning itself from the graveyard to play using the mana I was fetching. Since I'm trading creatures for lands now, I can put it back if I feel I need more land searching.
Hmm. Tricky. Since I didn't want another conversation about "one activation has sacrifice and the other activation is just mana", I made returning the creature from your graveyard to your hand part of the cost for making a player lose one life. Oddly, it would be interesting to see if the card could end up standard playable based on it's ability to pile on random life loss when combined with a card that discards cards as part of a cost. Hmm... maybe that's too good. Now that I think about it, even without the life loss, this card turbo-charges the usual discard outlet culprits. All Spellshapers from Time Spiral would just be the place to start.
Okay, I'm changing this. The second ability was "
: Return ~ from your graveyard to your hand: Target player loses 1 life." Now it isn't.
Yeah, this is probably more sensible. Looks pretty bad next to Thundersong Trumpeter or even Blinding Souleater, but meh, a set's gotta have some dubious cards; and a "tapper" is good enough in Limited that this will still be occasionally useful.
Heh. I'm going to assume the grumbles mean that people would prefer it to change into something equally interesting. I figure this does that. I also changed from a spider to a net-lauching construct. It's funny how entrenched in green spiders are. I like to mix things up where it can be appropriate, but, man, spiders just don't wanna be nothing but green. Mabye black... but it's got to be dripping with flavor.
(I also feel that the creature type of a red-and-white-affiliated creature shouldn't be Spider. Spiders in Magic are green.)
I... am somewhere in between. Slightly inclined to agree with dude, but not entirely clear-cut. I'm reminded of the way Gruul Guildmage and Rakdos Guildmage had additional costs on one of their abilities and not the other, which felt rather unaesthetic at the time, but was probably necessary.

Personally; I think "Tap; gain haste" is hilarious ;) But worded as "As an additional cost" would make sense and seem less out of place somehow.
True. I seem to be suffering from the clever designer blues myself. The second person to agree with you dude, gets me to remove it and I'll make the card something else. If someone disagrees with you, instead, I keep it. Oh the power!
Having the
symbol on some but not all abilities seems unaesthetic.

I was very tempted to make the white activation tap for 1 life, merely so someone could feel like a boss by casting this and gaining one life the turn they played it for

will have to do... which I suppose is likely to happen in a few drafts. I can imagine plenty of non Red/White decks being okay with a 2/3 tapper for
