That's an interesting build-your-deck-around-me downside. Nice.

The for-each-card part isn't a compile-time check, so to speak, so it would be 3+3+3+3.
But really, it works as "If you would draw a card, instead draw your deck and win in response to all the life loss triggers. Or draw more than that because of Laboratory Maniac, and the triggers never even touch the stack."

So, if I draw 4 cards, I lose 0+1+2+3 = 6 life? Not 3+3+3+3 = 12 life?

I'm fine with it being a bit good in team formats, because I feel like hose represent a pretty small percentage of what's played.
Oh, I likey! You have to choose whether to hit a speedbump, or to give your opponent a turbo boost. And that second option means that when you're in a real pinch, you can still do our thing. Very nice splashable counter.
Blue gets better options, so not a problem there either - but in an "My opponent is not really an opponent" this becomes "Draw 2 cards when my team-mate casts a spell" for
. Which is potentially a bit too good.

Based on jmgariepy's comment on Phyrexian Swarmleader about the Noble creature type controlling things you normally can't.
I make a lot of legendary creatures. Many of them wouldn't be good outside EDH or other multiplayer. The funny thing is, I don't play much EDH at all, and I complain when cards in expert sets are clearly designed with EDH in mind and have little to no use in other formats (like the new Teysa. She's so disappointing.).
As befits a noble, playing with this guy could be incredibly political. I think people would either hate or love you the moment you dropped him. He probably needs to cost more, because this is a very powerful ability.
Pretty strong with cards like Ravenous Baloth... not that that's a bad thing. I like that interaction.
This would make a neat commander. You know, if it were legendary.
Hexproof does make it better. However, you're already talking a six-turn countdown (barring untap shenanigsns), during which you have to exile six different cards (if you care about the Legend Rule and aren't using Brothers Yamazaki as two of your cards), which, if this doesn't go off, creates a lot of card disadvantage. I've almost convinced myself that this could cost less, even.
Oooo. Hexproof changes the card significantly for the better.
(I do have an EDH deck for her. It's lots of fun, especially cards like Sword of the Chosen and Day of Destiny. The two nonlegendary creatures in the deck are Kitsune Healer and Konda's Hatamoto :) )
