Oh, I likey! You have to choose whether to hit a speedbump, or to give your opponent a turbo boost. And that second option means that when you're in a real pinch, you can still do our thing. Very nice splashable counter.

Blue gets better options, so not a problem there either - but in an "My opponent is not really an opponent" this becomes "Draw 2 cards when my team-mate casts a spell" for {u}. Which is potentially a bit too good.

I'm fine with it being a bit good in team formats, because I feel like hose represent a pretty small percentage of what's played.

I note that this also currently allows it to be a spell you control, which seems bad.
