Eh, I assume it would be block-important. It's a design based on the name.
Unless the color-changing ability is really important, it doesn't seem to add enough to the card.

So effectively "Whenever you cast a spell, drain each opponent for one". On a 0-drop that uses up your land drop. I wouldn't want to play it on turn 1-3, but seems pretty useful after that. Interesting.
It's meant to be a fetchland/tutor hoser with Johnny potential.
Wheee! Turns Journeyer's Kite into a... not exactly Enduring Ideal, but... well, Idyllic Tutor each turn.
Also interesting with Ghost Quarter and Path to Exile.

Oh. Maybe this isn't as breakable as I originally thought.
Yeah, that's a lot of ouch. What card would this card brake if the life loss was 3? Because I'm pretty sure this would still be a bad card with Wild Mongrel, Frantic Search or Razormane Masticore. I say go for 2 life, unless you can think of a few cards in modern that it can really break. For this casting cost, at Mythic, I'd expect "Goblins you control get +3/+0." This card's only going to be important to a limited selection of cards... it might as well reward you well for playing that deck.
Seems kinda high, even. Admittedly, looking at Lich and getting the exchange rate as 1:1 is probably not really valid nowadays. But it seems to me there are plenty of ways black can draw a card for less than five life; and drawing a card is much more useful than only paying for discard costs.
Given the nicheness of it, I'd be tempted to make this:
:The next time this turn you discard a card as part of a cost, that part of the cost is free.
(Or maybe: take it back into your hand afterwards)
And have no life cost at all.
I don't know. It seems too close to call for me. There's a point where the activation isn't worth it, but I guess it would require testing to figure out where that is. At least you had the good sense of doing it during the upkeep, as opposed to letting players activate this at end of the opponent's turn. That probably would have been too good at 5...
I wanted it to be flavorful red mana acceleration. I wonder if that's possible without it being busted.
