Based on jmgariepy's comment on Phyrexian Swarmleader about the Noble creature type controlling things you normally can't.
I make a lot of legendary creatures. Many of them wouldn't be good outside EDH or other multiplayer. The funny thing is, I don't play much EDH at all, and I complain when cards in expert sets are clearly designed with EDH in mind and have little to no use in other formats (like the new Teysa. She's so disappointing.).
As befits a noble, playing with this guy could be incredibly political. I think people would either hate or love you the moment you dropped him. He probably needs to cost more, because this is a very powerful ability.
