Normal Propaganda abilities specify it's however much mana for each attacking creature. This is just 1 mana for any number of creatures. Is that intentional?
Hmm, it seems pretty common for planeswalkers to have their ultimates on their 4th turn, although some have three. 10 could probably be fine. Unless he enters late in the game you probably won't be able to to get anything off of his 0 ability.
I mean, I guess dropping Phyrexian Dreadnought would a pain to deal with.
I also noticed just now that his emblem doesn't protect himself. I don't know if that was intentional or not on my part.
Wow, in the right deck this will ultimate... third turn it's in play. Humm. That's probably kinda fair. Bit unfortunate that you end up with +8 cards into hand and probably have to discard.
But multiple copies of that middle ability seem extremely unfair and unfun.
Yep, seems reasonable. Now it somewhat evokes Blightning, which is a good place to be: associations with the powerful card people used to know, while being a more normal power level.
Yeah, as is this is strictly worse than Bloodhunter Bat in three ways (need the extra colour; doesn't gain you life; has a condition on dealing the damage). Well, four ways if we count the difference between damage and life loss.
Maybe this is better: "Put target creature on the bottom of its owner's library. You draw cards equal to that creature's power." (like Vanish into Memory)

Seems fine. Now it's got a Lightning Bolt attached, rather than Shock.
I like the design though, if the damage was just slightly bigger it would probably be fine. (Not much bigger at common though.)

Seems slightly overcost for the effect. Decent enough effect, but "Have 2 extra damage" costing an extra off-colour mana is a bit pricey.
