The concept is covered in the flavor text. Admittedly the card's name is very generic.
I'm not sure, but is it possibly perplexing that if you destroy the only aura they control you don't get to tap the permanent what was their only enchanted permanent? It's makes the card feel rather... counter-intuitive.
Some reversed wordings that sounds rather fuzzy:
> Tap all enchanted permanents target player controls, then destroy target enchantment that player controls.
> Tap all enchanted permanents target player controls, then destroy target permanent attached to one of those permanents.
trying broadening all around:
> Tap all enchanted permanents you don't control, then destroy target enchantment.
> Tap all permanents you don't control with permanents attached to them, then destroy target permanent attached to a permanent.
Another direction would be to go with "Destroy target (enchantment or) enchanted permanent" ala Venomous Vines.
Depends on set, of course - but yeah, you're not normally gonna tap more than 1 or 2 things. Also probably wants a "they control", but that's just silly magic wording; it's obvious what is meant.

My wording accidentally has the word "instead" twice. The second one is unnecessary.

Domestic pigs just seemed pretty white. Lifelink may have been a stretch from finding food though.
Changed to Tahazzar's wording, although I kept it as player instead of opponent.

I love the name. I agree white makes more sense although I'm not certain.
I'm not sure of the boar fateful lifelink connection though, I'd maybe rather have a green trufflesniffer and a different name for this card.
I did think about mentioning that card, but it's rather obvious that a card with special subtype (Arcane) and that's also referenced by other cards by name is "stricly better" without having "some text". There are currently no cards in the set that mention Quill by name.
Considering the trend of this set containing a bunch of strictly worse versions of existing modern cards, I guess the power level of this environment is just lower.
True. But this might have some use in the set? Reach Through Mists was a pretty handy enabler for Spiritcraft, Splice, and occasionally Sift Through Sands.
Those are "in reverse". Fateful hour (If you have 5 or less life) appeared in 5 white cards and 2 green cards, so I mean, Idk?

I remember there being a rakdos mechanic (in some custom card community) that was like
"As long as a player has 10 or less life, ..."
which means either you are hitting hard or at least have been hitting yourself hard - both make sense for rakdos.
It's comparable to Valor Made Real. Which was also a bad card, but sets do need some bad cards.
This looks like a black card. Compare Ruthless Cullblade, Vampire Lacerator.
This is pretty much Gift of Orzhova. I think uncommon is probably the right place for it, if you think about what effect it'd have in Limited as a common.
(Edit: Huh, Gift of Orzhova was made common for Modern Masters. I guess they like to put swingy weird draft strategies in their Masters sets.)

But I certainly agree it doesn't want an extra mana on it, though.
Wut? There are so many cards that are instants for with "some text" + "Draw a card".
This also is worded as though the destruction would be replaced with drawing when in fact it seems to want to say
> "Whenever a Portal you control is put into your graveyard, you may draw a card."
Also subtypes should be with capital letter. This whole "Portal" theme is very parasitic btw. I'm not a fan.
I guess the same could be said about Gates. WotC didn't go that far with them though... One or two cycles plus that mythic land? Then there some that could fetch for them.
Considering how many "cares about Portals" cards you have, you really should have something like Gatecreeper Vine or two in the set at common rarity.
"would be" indicates an replacement effect which this is not.
I don't think the CMC restriction is required (Wildwood Rebirth / Evolution Charm) also I would make it a common.
Hmm, since it reminds me of it so much I would consider making this a colorshift of Cloud Elemental.
