Why is this an uncommon? Also, I think it could cost {1}{w} or even just {w}.

This is pretty much Gift of Orzhova. I think uncommon is probably the right place for it, if you think about what effect it'd have in Limited as a common.

(Edit: Huh, Gift of Orzhova was made common for Modern Masters. I guess they like to put swingy weird draft strategies in their Masters sets.)
