Well, as much of a counterspell as drain power, which is often good enough. Locks them out for a turn if they've got an 'x' or a repeatable '1' ability anywhere on the table.

Not very effectively - the opponent can just pay to move it again in their turn. A bit frustrating, but not permanent.

Eh, no, once the opponent has started casting a spell, you don't get a chance to intervene until after they've finished paying all costs.

It doesn't give problems, we just pronounce it the obvious way and blame wizards for spelling it wrong :)
That's a very beefy body for the price, particularly given that it's usually only available on offense. The flavor text also highlights why Wizards thinks Dwarves are red, other than their usual dwelling spot.

He's a very cool kitty though. Would changing the abilities he boosts make him more RG? Maybe something like 'power greater than 3 gives firebreathing'?
There's a thallid that does this. Spore Flower, uses spore counters.

Heh. Yes, yes it is. It also looks like you designed it purely for your "Into the air with you so I can shoot you!" deck, since it comes with a built in way to attach to opponents creatures. You may wish to reword that bit, at least...
The ability could be triggered, but I doubt it would be any clearer that way. On the other hand, forcing the attacker to choose between combat damage and permanent destruction could be fun, and would let you reduce the activation cost. I have to wonder how many people will be bitten by giving their opponents' unblocked creatures the same ability.

It's also a counterspell for BB in many situations, since you can force them to spend all their mana at interrupt speed.
