Token making -> regrowth, since red needed tokens more. This is the only one where it's not obvious to me how it can be broken, other than just building your deck to take advantage of the effect

One thing that isn't clear to me - does this shut off once anyone has too few creatures? Or only when you do?

Shoot, you're right. I don't want an effect that shuts off at all
