Wording might be better as "Create a number of [Thopters] equal to that creature's toughness."
That makes sense, good idea.
This looks surprisingly good in a red frame. It's funny how a card changes by highlighting under-toned colors.
I like this mechanic, too. Though I think it might open up better by saying "When this creature deals combat damage to a player, Prospector 1 (Exile the top card of that player's library. Then, if you have at least three facedown cards..." I can't see why blue can't get in on prospecting by just adding it as a cantrip to spells, and green can get it in conjunction with mana excel, or creatures entering the battlefield.

The comp rules will specify that "survivor" means "is still on the battlefield the next time state based effects have been checked", but hopefully the reminder text is sufficiently intuitive. (cf. Warning Shot)
I never saw it as clouds, but the dude felt the most green based on art. The bird in the back was putting off green identity, so I made the card about him hunting birds.

Oof. Yeah, drought counters are bound to chunk up and stall the game unless great care is taken to keep the mechanic under check. Even in set answers won't work, because not every player is going to have access to the in set answers.

I created drought counters because I love things that aren the opposite of fun. There's also an attempt at a keyword thrown in on a card, but that was only because the word itself really struck out to me and I wanted to see it appear in the text box.
