If you want this effect, the way to do it is template it like Homura, Human Ascendant. You shouldn't need a casting cost: just use the "Colour" dropdown in the bottom half.
The DFC equivalent is Loyal Cathar. But I agree, the best way would be to use tokens, because 5/5 flying dragons are a completely standard token type.

I'm not sure about the cost. How good is "draw an instant or sorcery"?
Or make it double-sided.
Does setting the colour to red without a casting cost not work?
I actually think this would be a lot clearer with a token. Flip cards are always very crowded. And 5/5 dragon tokens are pretty normal (assuming it's ok to give it flying? A 5/5 dragon without is going to be confusing.)
blegh; the casting cost is only there to make that half of the card red. but if I have to have it, let's at least make it high enough to not be utterly broken if you cast it straight into its flipped state.
That pun is awesome. Amusing for a non-EDH Zedruu-style deck: draw cards for the Pacifism going and then staying away.

because fateseal seems more powerful than scry.
I'm not sure if it's more powerful in general, but repeated fateseal would be abominable, you can probably keep your opponent drawing nothing but land for the most of the game, so you're right to add an additional drawback. (Discard may be too strong, I'm not sure. Or it may be too annoying even with a drawback :))

For Challenge # 060: Hmm. It's some kind of insect gesticulating and holding something (a rock?) in a proprietary manner, while a nose in a suit is .. trying to calm him down? Looks like a political commentary. Not of anything specifically; just generally. Probably some terrible joke like "{waiter} I'm sorry the soup wasn't large enough to contain you, Sir. (See how this vaguely refers to the political situation! Ho ho, I'm so funny.)"
Uh, off topic a bit there.
So how about it's a guy and an insect haggling? Merchants typically draw cards. (In mtg, not in politics) And insects are green.
Green doesn't often get to do that - but it does when addressing the issue of enchantments. Let's do that.

For Challenge # 060: Drat; multiverse lost my comments; AND most of my card. Comemnts were musings on lack of tattoo, and my weanting to do something a bit like totem armour.

Dragons being fireballed out of the sky. Can't help but steal a quote from Schlock Mercenary for the flavour. Everything else comes direct from that. (Except the wearing off timing; that comes from me protesting magic's stupid stupid templating getting rid of 'at the end of the turn')
