Huh, you're right, I completely assumed you could do this at instant speed, for no good reason except that Proving Ground allowed it. Ignore me.
I think jmg is right that
: Gain 1 life is sadly too good, even though it doesn't look it. This looks more like a common version of it now.
Maybe Aether Inscriber and/or Accelerator could go in the same set.

Huh. So you're using the non-evoke cost to sneak an off-color counter on this card, right? The fact that the artifact just sits around on the table is just a side effect. Oh... but you were expecting players to play it with Proving Ground. Huh.
Okay, I dig this, but I think this world would need to find a lot of use for 'useless' artifacts. Or maybe add a costly sacrifice ability that the person who paid Evoke probably couldn't access?
That was my first impression. I think Proving Ground threw Alex. Still, saying "You may activate this only when you could normally cast this spell" may be wise.
My own experience is that an activated ability that gains you 1 life for
is too strong. It doesn't seem that crazy... but all those little activations add up.

This is one of those very weird mechanics that ask you to say "What's the point?" But I'm sure a number of players said that the first time they saw Flicker, too. It's a neat toy, and I think it would be cool to see what happens when it gets explored... though I'm afraid that it's best use may to super-charge Storm spells and Cathars' Crusade. I'm thinking this ability may want to pull a page from Scavenge: Keep the ability big and the casting cost high (Destroy target artifact or enchantment. Reincarnate
). It looks like just any other other activated ability, but, at low costs, it's best use is as a trigger for cards like Pyroconvergence.
I thought alternate casting costs operated at the same speed as the normal cost, meaning that this can only be cast at sorcery speed.
This would be really annoying. It's somewhere between Revered Dead with lifelink and Mistfolk, but also with the ability to channel a bunch of spare mana into life at the end of every turn. Yikes.

I made Soul Soother and Reflection Array, though they are based off of SadisticMystic's Proving Ground from his SM Serious Card Dump.
Excellent follow up. I think I would have preferred this to be "All black creatures you control" (since I don't think black should normally give a bonus to token creatures), but outside of that niggling dissagrement, the card looks fun.
Arguments as to whether the Wind Drake version of this card was too powerful aside, this card was bugging me as a 2/2. I couldn't figure out why, though, until I drove home for the day. As a 2/2, when you activated the ablity once, it had one toughness, and one damage could kill it. That meant that the card might as well be a 2/1 without thoughtwisp that only gave the opponent's creature -1/-1. The point was to showcase why you would want thoughtwisp on the card, as a feature, but, as a 2/2, it didn't need thoughtwisp at all.
The real problem with the card was flying. Double unblockability is fine, but it made the 3/3 that could kill a blocking flying creature with p/t greater than 3 a corner case. I tossed flying, and made it a 4/3, so now the creature has three modes: Stay in combat as a 4/3, diminish your opponents group blocking 2/2 and 1/1 and wipe them off the table as a 3/2, or go all thoughtwisp on the blockers.
Created (((Accursed Steel))) and Germ Moon, to use living weapon in a diffrent way, by punishing people for playing equipment spells that black normally has a problem dealing with, based on the card ((C17884)). I also created Germ Master as my version of ((C17884)) but doesn't use the keyword Living Weapon.
