I think this is really cool. Interestingly, this is one cast where it makes it more powerful to include "nonland" as a modifier. The flavor is pretty great, too.
I think current sets have been pooping on removal so I'm seeing this as an uncommon six cost maybe, since most of the time it will probably end up being two creatures getting killed.
It's a very neat idea for a card, but it doesn't necessarily feel Velorn to me. "Perfecteds' Judgment" or "Pantheon's Judgment" might be a better name for Danahar
I definitely like that approach to clunky common removal spells. Make there be circumstances under which they're actually pretty good.
Two more Velorn spells, Funeral Gifts, a removal spell with a bonus, and Drain Dry, a expensive but niche-useful removal spell.

I was brainstorming more Velorn spells, around the idea of a pantheon. I couldn't think of anything very diety-like, but I thought of something vampire-like :)
Unfortunately, it's not very Velorn -- I imagine the gods ruling, maybe capriciously, but not hunting in packs. Unless anyone can think of a name which saves the flavour?
I was trying to think of a spell which could do double duty as a clunky removal spell at common for limited, but also have a niche as a potentially useful spell in a tribal deck. I'm not sure that's a good idea, but it makes me feel less sad about designing spells I know most players won't like :)

I was brainstorming more Velorn cards, around the concept of the elaborate funeral rites. Originally I had a lot more complicated ideas of a long elaborate funeral, and then I had the idea of people paying varying amounts based on the creature destroyed, but I decided this was the simplest form.
This is a case where the flavour is really carried by saying "each opponent" rather than "its controller" even though they're the same in the duel. Likewise, it says "nonland permanent" rather than "creature" so it sounds more gift-y. I spared you so the card was more attractive to play.
I don't really like "sacrifice" though; it will so often do not-that-much, but occasionally be backbreaking. But it's a not-useless rider.
Unfortunately, I'm not sure where to cost this. It's a one-and-a-half-for-one, so it's probably too much for common, so it doesn't have to be too clunky, but doesn't have to be pushed aggressively either.

Oh! Agh. I guess I see. I thought the whole point of the sad linked-abilities rule was that cloudshift would only return the card exiled with that ability. But I guess the way it's worded, it just returns that card, regardless of any other considerations :(
I want to say "if a creature would leave the battlefield, tear it in half" :)
"Pride of the Perfected?" Anywho, seems pretty neat. I would be tempted to summarize the effect and the wording to "each other creature gets -1/-1," but maybe that's just me.
Looks good to me. This could cost anywhere from 3 to 5 or more depending on the needs of Limited. I think 3 is fine in a vacuum.
I think the flavour works to make this feel fairly black. Admittedly the flavour of "mad" is often red: rename it "Fragmented Mind" or something for the same meaning but sounding more black :)
It's because the ability of Cloudshift or Obzedat, Ghost Council looks for the card in exile... and finds it! Because whether or not it was exiled by the thing that was trying to exile it, exile is where it ended up, so the "return" half is able to work just fine.
As of Viper's Kiss, black forestalling activated abilities has a precedent. The "attack each turn if able" feels super red, though.
Two more Velorn black pseudo-removal spells, but not quite as elegant as I'd hoped for, Commanding Authority and Drive Mad.

Thinking of other Velorn effects that could go on a black spell, I thought of things "gods" might do to someone. I had a hard time thinking of something appropriate, but thought of the cursed-by-the-gods aspect.
Mechanically, black is borrowing from red and white here, but hopefully it makes a sensible whole. I think this is comparable to pacifism or arrest: it works better on creatures with 2 toughness because they just die, worse on creatures larger than 2/2 because they can still attack, but better on creatures with powerful static abilities because you still have a chance to remove them.
I tried to balance it at a point where the simplest use would be on a 2/2 or less, but it was also worthwhile using it on a larger creature.
I wanted to add something like "when it attacks, its controller loses 2 life" to play up the "aaaaagh!" aspect, but it just made the card too busy. I'd like that on a card where either the "shrink must attack" or "lose life on attack" mode could be activated separately or together.

I was thinking of other Velorn effects, trying to squeeze in some black commons. This is simple enough for common, but maybe swingy enough it has to be uncommon even if it's not exceptionally strong.
I found it really hard thinking of in-flavour Velorn kill spells, either around the elaborate funeral rights, or around things-gods-do-to-people. I had some ideas I will come back to, but they all portrayed a very negative view of Velorn and I wanted to try to be a bit less negative about them.
So I was trying to capture other aspects of the perfected, and remembered the way they were obeyed without question, hence this pump/shrink spell.
Suggestions for a more specific name, or for number/cost tweaks?
I like the concept of this card. Somehow the creepy nature of the pale felt quite white to me, although maybe I'm just misled by the name.
I'm surprised that exiling-by-something-else isn't replaced by exile-by-this on things like whip of erebos, the rulings make it clear that's what happens, but it doesn't seem how replacement effects generally work...?
Indeed, it's very hard to interfere with Cloudshift.
How about "instead put it on the bottom of its owner's library"?
Borrow your wording from Whip of Erebos: "If a creature with power less than ~'s would leave the battlefield, you may exile that creature instead of putting it anywhere else."
I don't think that will stopper things like Cloudshift, though.
I changed the text to state that Pallid Man-Gnasher exiles the creature instead. Does that change things?
I get where you were coming from with the flavor here, but this has the potentially to completely stall the game just by itself, and I'm thinking that's not okay.
Unfortunately, I don't think this permanently exiles things that would be exiled anyway. It's similar to the interaction between Obzedat, the Ghost Council and Whip of Erebos. Obzedat gets to come back forever because it can exile itself with its own ability.
That said, fun card! I was super excited to see a lammasu in Khans of Tarkir, and I'm just as excited to see one here. The art for Venerable Lammas does look quite creepy, as the Pale Ones probably do.
Also the flavor is enjoyable. :)
It seems fine to me when compared to Stromkirk Noble and Monastery Swiftspear.
