No, I don't think that's required. The key is that when it's face-down, even Willbender doesn't have morph. So in order to use Morph to turn a card face up, it asks you to reveal what the permanent's morph cost will be when the morph effect ends.
See 702.35d, and in particular this bit: "(If the permanent wouldn't have a morph cost if it were face up, it can't be turned face up this way.)"
My issue is that if it's face-down, it's not a Sliver card, and therefore doesn't have morph. Go ahead, play as many cards face-down as you'd like. They're staying that way, even with this out.
Here's my attempted wording: "Each Sliver creature card in each player's hand has morph. All face-down creatures that are Sliver creature cards have morph."
I'm guessing it doesn't need to say anything about the stack. After all, there isn't a rule that says that 'face down cards on the stack are revealed unless they have morph'.
Oh yes, d'oh, good point. It needs to apply to the battlefield too. Does it need to apply on the stack, though? I don't think it should need to apply both on the stack and in the zone the card is cast from.
If they only have morph outside the battlefield, they can't be turned face up. This effect needs to be Conspiracy-like in its reach. Slivers are all one big conspiracy anyway.

On the other hand... maybe the same problems apply to Ixidron? So if that was printable, maybe this is too.
I agree that this ability currently doesn't apply to itself. It'd be easy enough to follow the precedent of Quick Sliver and just give this "Morph
" itself.
I disagree with dude on "There's no way of properly wording a morph Sliver". I think something like the current wording would be fine from a technical rules point of view, possibly adjusted to apply to other places you can cast things from:

Remember you need to avoid giving Nameless Inversion morph.
The biggest problem with this, actually, is enforcement. There's the standard morph end-of-game rule, but this is subtler, because it can grant other things morph. Consider this sequence:

Homing Sliver, Quick Sliver, and Root Sliver (the only three that apply prior to entering the battlefield) would care to disagree. Also, since face-down creatures don't have a creature type, they're not Slivers and wouldn't have morph. There's no way of properly wording a morph Sliver.
Well, yes, but that's an issue with morph, and turning things face down in general. There's a rule that states that, whenever a permanent would leave play, or whenever the game ends, that you must reveal your facedown permanents. If that card doesn't have morph, (or couldn't be put into play face down) you lose. I've noticed that young players get really defensive about this rule. These are the same players that put cards in their graveyard face down... they don't want to show you what they might be doing wrong for any reason.
But now that I look at this card again, I notice that it has an annoying hitch where the ability might be operating from your hand, and allowing you to play another Sliver face down without ever having to reveal itself (?!). Technically, I guess it should say "Morph
. Other Slivers you control gain Morph 
." But that doesn't seem very Sliver-like...
The issue with a card like this is that you could conceivably lie to your opponent by putting a sorcery or something face-down as a creature and just hoping nothing forces it to be turned face up.
However, I do appreciate that you gave Unhallowed Sliver a counterpart. :)
I couldn't let Link's Unhallowed Sliver exist in a vacuum. It needed a friend. I also find it funny that both of these cards would have been at home in Legions.
As an aside, that's an expensive de-morph cost. It kind of has to be, though, since it allows a turn three and four Sliver Queen to jump on the table.
