This spell is to advanced, to much text. I don't even understand it after reading 2 times.
Seems like a very narrow keyword.
I understood what you two meant: the ability is only meant for the stack (see the original Dismissive Lightning), so if I ever put it on creatures, I'd probably only put it on a few rares

@Alex/Vitenka It's intend to work only on spells, but that's a reasonable point and this should probably be a rare if I used the mechanic in a set and decided to put in on critters.
@jmgariepy Erm... it DOES say "spell or ability"... I think there's some missing word in your post, but I'm at a loss as to what that is.
To be honest, I wouldn't mind if the mechanic said 'spell or ability'.
is hard to come by in the early game any way, and your opponent can plan around it. The card is kinda strong... but maybe that's fine.
I strongly suspect it's intended to be usable from play, by the name.
Does Dismiss only work on spells? I.e. when this is on the stack? I fear many casual players don't know the difference between spells and permanents and would think this applies on the battlefield too.
Indeed, though I wasn't aware of the card when I originally came up with the mechanic. This particular cycle is specifically an enemy-color punisher, though I tried to design it with similar requirement to the enemy color flashback cycle in Innistrad block.
