I tried a template that merely keeps them from firing off instead of removing them. Basically a Viper's Kiss that also affect triggered abilities.

Some creatures have drawback triggers. Waning Wurm springs to mind, but there are plenty more. This would freeze those. Not sure that's particularly broken as two-card combos go, but I can see wanting to restrict it.
But jmg's convinced me (with Strionic Resonator's help) that this could have simple enough reminder text to work at common.
As for whether "lose all abilities" is common-suitable: I agree it's more normal at uncommon, but that was always the case, even before Lorwyn/Shadowmoor. Humble, Ovinize. I thought LOR/SHM was when they realised it was simple enough for people to cope with at common, so decided to print it at a mix of common and uncommon from then on. I don't think Turn // Burn is much evidence, because the split card cycle was constrained in rarity. I mean, Far // Away doesn't mean that Unsummon or Devour Flesh are unsuited for common; similarly Wear // Tear isn't saying the days of common Demystify and Smelt are over.
And it's always tricky to understand what NWO is about, but I don't see how NWO is relevant here. NWO would say it's bad to have Turn to Frog as a tap ability on a common, like a common Serendib Sorcerer, but I don't think anyone was proposing that.

None of those cards disagree, since none of those cards remove triggered abilities. I got to be honest, though, that reminder text is pretty simple. I don't think it's appropriate enough to be frequent, but I don't think it's anything a new player couldn't handle. Or, to be more precise, I would think that explaining what an activated ability is via reminder text is harder than explaining what a triggered ability is via reminder text. We're just not used to seeing it, is all.
Out of curiosity, Circeus, did you have anything in mind when you decided this couldn't be played on your own creature? It seems wise, but I can't think of anything it breaks. There must be something?
Viper's Kiss, Detain cards, Arachnus Web, Encrust and Ice Cage disagree. In an actual set, it might be an uncommon (though Arrest says there might be some variation there), but it'd still have some reminder text (as on Strionic Resonator).
"Loses all abilities" is not actually NWO compliant at all, so it can't be common anymore: Turn // Burn, Turn to Frog.
What I'm not sure is if this card can alter

Haha! I love it! I always thought Look At Me, I'm R&D ought to be possible in black border. (Wait. No I didn't. But I still love it anyway.)
Whee! I love it. But I fear it might not be suitable for common. Common can cope with "loses all abilities" (Lignify, Snakeform), but I suspect mentioning triggered abilities on a common is a bit taboo.
