Cathars' Crusade does this and rather more, but that's in somewhat of a different category. This actually reminds me of Hardened Scales, though that's much more restricted.

It certainly needs to be something more than Barter in Blood. Comparing Innocent Blood to Cruel Edict does suggest maybe an increase of only is enough, so this might be spot on. OTOH I wouldn't be surprised to see it pushed up to 6 mana.

Do you want it to have haste when you cast it normally? I assume so, but then you don't need it to "gain haste" when it flickers.

...Huh? So you exile it during your turn, then it comes back either during your end step or the opponent's end step... so either way it can't attack next turn? Plus it frustratingly gains haste when it's not allowed to attack (and has haste already)?
