What I think I'm saying is: this is very good, but that's what a three-colour card should be.
Yes, this is much more suitable for common, while still being useful in limited and making Johnny excited about possibilities. It's still very potent: the opponent can't attack with any 1/x while this is on the table. (Which makes me wonder if this is even still too game-changing for common. Playtesting would show one way or the other.)
I was referring to the "cannot attack or block.". Clearly this is meant to be a weird hybrid of Incubation/Arrest and Forced Adaptation. I am fine with the Adaptation part, but for common, that's simply not the in-color locking effect for blue (notwitstanding Ice Cage).
I'd be happy with it as "doesn't untap" and no switching it between creatures at , at least pre-development
Huh, Oblivion Ring can't hit land either. Odd. I'd say this is hard enough to cast, with an ongoing cost, that I can accept it as land destruction too.
Hmm? Arrest and Prison Term are happy to suppress mana abilities. Oh, but this can go on lands too. Right, yes, Faith's Fetters and similar do have an exception for mana abilities.

For that cost, it can probably have the urban burgeoning "untap every untap step" effect. Otehrwise, it's not very green.

"A frog with angel wings" appears to be a surprisingly common bit of clip-art.
Nice card now. Probably only works once; though if you can make it invulnerable goes back to being a perfect combat lock.
