Forgot the ~ after thawing condition. Not sure if I need to change the wording to make sure it's clear tat both losing defender and "can't be blocked" are both UEOT.

As written, it's a permanent effect. Your snow artifacts cost 1 less for the rest of the game, which causes a host of other issues.
Are you expecting people to have multiple low-cost snow artifacts in hand? This ability (as UEOT) seems pretty minor for a 3-cost card.

Does this even need the if-clause? A Raging Goblin that gives its tribe first strike UEOT for and additional is not exactly stellar.

I reckong you could make elemntal tribal a thing in a set. You'd need a fair number of supoprting cards for it. I don't think this set currently has enough.
But once you've added a bit more... sure. This does decent duty as a finisher for that tribal, while still being a decent cheap haste critter for everyone else.
I would say "Why is this not just a Creature with ETB effect?" That would seem smipler to understand, while being almost identically funcitonal. Were you afraid of repeated flicker making it too powerful?
Unsure of the quality of this card, as in whether or not it should even exist.

Probably, since that wouldn't change too much. I don't think it'd be a big issue is you cast this at instant speed during your own turn (of there are situations where you may want to, but that's probably already a small number), and subbing in another spell with flash instant of just an instant for an opponent's turn seems fine.
It's kind of complex for a common, but interesting nonetheless. Could the clause be just "spell" instead of restricting it to instants?
Second ability is only there for fluff and to differentiate it from existing 1/1 fliers.
