This seems like a quite valid way to use snow mana. More black bird-people are also always cool.
The second ability is primarily dependent on the first, but it's separate so that it can work with cards like Quicksilver Dagger. What do you think would be a good p/t? 1/4 maybe? I'd open to changing the creature's cmc to have a different p/t.

Why use passive voice over "Whenever + deals damage to a creature, ..."?
It seems like the second ability is strongly dependent on the first - so much that having the second ability be separate is questionable.
These abilities would fit better on non-square stats favoring toughness, I believe. You want a good chance for either creature to survive.

Tulukarug is raven in Yupik. I will use this tulukarug as the race in the cardname for avens in this set, similar to leonin being cats and ainok being hounds. The creature has a morbid trigger in reference to a group of crows being called a murder.
Exceedingly expensive. For comparison, I would say that Dirge of Dread is an "okay" card.
Why is this an instant instead of a sorcery?
Well... Now that I think about it again, the likelihood of this having summoning sickness all the time is quite high... so maybe it's okay? I would be wary of it in playtesting at least.

Maybe this effect innately rare. I wanted a red enchantment to support elementals, but the buffs being for either snow elementals or nonsnow elementals.
You didn't have an issue when I had this card in storage.
Hexproof from nonsnow, so it does nothing against Frozen Pandemic or Bone Chilling, but protects against Radiant Glare, Kulku's Butchery, (((Kulku the Carver))), and Burning Kiss, as well as most other Magic cards that target creatures.
