This has way too much rules text for a common IMO.

Not surprising since the base line is Threaten and that can get you a Wurmcoil Engine - even this currently can if there is no smaller creature under your opponent's control.
So... maybe it should be "3 or less" and cost , but have a morbid boost?
If I switch to N, what do you think a good number is? My first thought was 2, but maybe that's a little low (considering the double red casting cost). My second thought was 3, but I was worried maybe three is too much? Do power 2 or less at 1R, maybe?
I think I've heard people say "think warm thoughts" when it's cold. To me, that translated into Magic as not wanting to think about the cold, which I took to be snow spells.
Followed SecretInfiltrator's suggestion and now destroys attacking creatures. Second mode remains unchanged.
It's currently ambiguous whether the creature needs to be a creature "with lowest power" (globally) or "with lowest power" (among creatures "target opponent controls").
I think a good text would be "Gain control of target creature an opponent controls, if its power is lowest or tied for lowest among creatures that player controls." etc.
Though on a common I'd always suggest "target creature with power N or less" before any of those more complicated versions. The text is complex for common even without the morbid (which is outright fine compared).
Really, the name seems like it would be a good one for a Cathartic Reunion effect. Spoiling someone elses minds with "Warm Thoughts" seems wrong.

Two fliers for two mana seems a lot of action.
The counters are not something that feels inherently like something white would lash out against. Usually white gets to target those that get aggressive against it first, by attacking/blocking/tapping (implicitly to attack or activate an ability against white) or just being one of those high-power people (that are implied to be more aggressive than the good defensive high-toughness folk).
Counters are actually something that white is neutral to friendly with - outside of the explicit context of -1/-1 and poison counters, and even then white is more about healing away the counters than purging the victims.
Having a purely flavorless card like this doesn't help. I don't even know which option is "Body" and which is "Blanket".
Since this is an instant it could exile/destroy up to X attacking creatures.
I just realized both modes should be "up to X." I had hoped that the counter restriction was limiting enough.
That first mode is more aggressive than white usually gets to be. Sure, there's a hoop to jump through; but removing all of an opponents creatures is the kind of targetted destruction white doesn't usually get.

Why not just "create a 1/1 white Bird creature token with flying"?
Cut morbid down to try and be less wordy. I have no idea if that actually works. The morbid should supplement the original ability, giving the creature +2/+0. Also made the ability target the creature in addition to the player for cases where creatures would be tied for lowest power.
