It's a kirin that eventually hits everything. Which makes me wonder why it's blue instead of white. This would do horribly doomy things combined with some way to move counters around.
Permanents with CMC 0 can't be destroyed this way, because they will always have a chaos counter on them before the ability would destroy them. I did this so as not to destroy lands. I prefer this implementation to "each nonland permanent."
so if he can't have chaos counters then each player only has to pay to put a chaos counter on everything, What about permanents with CMC 0? do they survive because they now have 1 chaos counter which is more than their CMC?
Maybe acceptable at uncommon. It's probably much too efficient at common, and would cause gigantic creature pile-ups where no one would attack.
This seems rather cheap to get the ability-pair from Venomous Cobra / Glissa, the Traitor.
From anywhere? Yeeikes! Stinkweed Imp and friends just got a lot more terrifying. Let alone turning Putrid Imp into some terrifying Elvish Piper on crack. And yet, at 6 mana, this probably wouldn't break tournaments, and so may be just about printable.
