Probably better than every other sol ring land, with the possible exception of Ancient Tomb. That was a link, but Multiverse thinks I'm a spammer since I'm still unregistered. Oh well, I'll probably fix that eventually ;).
I suspect you've balanced it by comparing it to Teferi's Isle, but you've removed 2/3 of the drawbacks while still providing the same degree of acceleration.
Strongly suggest adding legendary, ETBT, or both.
Of course, if you do that, you pretty much have a strictly-worse Teferi's Isle.
Maybe trade phasing for Forbidden City's drawback? It keeps the feel of dreaming, since using it costs "mind".
Also, seems like the artifact qualifies for Legendary.
Can the Lizard have haste? For the same reason suspended creatures do; it just feel like they should be immune to summoning sickness.
This works, but I will presume to offer suggestions for improvement:
Have him require payments of life, not mana. That way the opponent doesn't get board wiped every turn after the first time, or at least has the option not to. This also makes him feel more crawly, imho.
If you go with life payment, give him lifelink, so you can make the payments. Hey, he's mythic, right? >:)
If he lost all counters when the last sentence occurs, he would feel more chaotic.

Chain Hymn to Tourach. Very cool.
Unfortunately, I can only think of "funny" answers to this wording, not any actually helpful ones :)
So far I've considered:
"First strike. // First strike applies during fights. // RR: ~ fights target creature."
"First strike, Wither. // RR: ~ deals damage equal to its power to target creature, then that creature deals damage equal to its power to ~."
"First strike. // RR: ~ deals damage equal to its power to target creature. // When it does, that creature deals damage equal to its power to ~."

I think you probably just want to turn this into Provoke + "May only be blocked by creatures targeted by this ability".
As is, there's a slightly different functionality in that you can put this on the stack twice in order to trade for a 1/4, or other values depending on pump. But that they've gone and defined Fight makes similar concepts "confusing by association" if they don't work like Fight does.
So, to clarify, my suggestion would be something like:

In its fight ability, it's supposed to deal damage first, then only receive damage if it didn't kill the other creature, like first strike in combat. I have no clue if that works. I think that it would require SBEs to be checked in between the two damage-dealing effects.
Sure, but seriously: I kill this 3 turns in, and for the rest of the game, each of your lands and Saproling tokens has three chaos counters on? Just in cast you ever cast another Nyarlathotep and then we somehow change their CMC? There's no way development are letting that through.
The reason I put counters on everything is so that if a player plays a permanent with CMC less than the number of counters on Nyarlothotep, it would still be at risk.
Nice sensible way to make Unmake easier to cast: give it the Death Stroke / Vengeance treatment.
Nifty: a Sunblast Angel that delays until it will do something.
It's also like Necroplasm or Wave of Terror but for all permanents. It also has way too much busywork. Put the counters on him, not on every other permanent!
So it's mainly a fog until they find a tiny creature to sacrifice to it; unless you're also playing with 'tap all' effects, in which case it's a one sided wrath? Sneaky. But over-costed for the first use so won't often exist except as part of a quite dodgy feeling combo.
This wasn't originally a DFC. It used to be a conditional creature, like Rusted Relic or Warden of the Wall.
