so if he can't have chaos counters then each player only has to pay
to put a chaos counter on everything, What about permanents with CMC 0? do they survive because they now have 1 chaos counter which is more than their CMC?
Permanents with CMC 0 can't be destroyed this way, because they will always have a chaos counter on them before the ability would destroy them. I did this so as not to destroy lands. I prefer this implementation to "each nonland permanent."
It's a kirin that eventually hits everything. Which makes me wonder why it's blue instead of white. This would do horribly doomy things combined with some way to move counters around.
It's also like Necroplasm or Wave of Terror but for all permanents. It also has way too much busywork. Put the counters on him, not on every other permanent!
The reason I put counters on everything is so that if a player plays a permanent with CMC less than the number of counters on Nyarlothotep, it would still be at risk.
Sure, but seriously: I kill this 3 turns in, and for the rest of the game, each of your lands and Saproling tokens has three chaos counters on? Just in cast you ever cast another Nyarlathotep and then we somehow change their CMC? There's no way development are letting that through.
This works, but I will presume to offer suggestions for improvement:
Have him require payments of life, not mana. That way the opponent doesn't get board wiped every turn after the first time, or at least has the option not to. This also makes him feel more crawly, imho.
If you go with life payment, give him lifelink, so you can make the payments. Hey, he's mythic, right? >:)
If he lost all counters when the last sentence occurs, he would feel more chaotic.

I don't think the life payment is necessary. By the time I cast this, my opponent should have six mana sources. It will take three turns for them to run out of mana. I should have won by then.
I just realized: Actually, I should have won by then. Though I like your third suggestion, it seems unnecessary.
I'll put your lifelink + life cost on another Elder God or Great Old One. Nothing says griefer mechanic like the omnipotent and indifferent gods of the universe. :)
