Yeah, I could see the flavour of this working. It's interesting that it can /either/ play mana acceleration, /or/ mana denial, but not really both unless you want to play flash creatures in your opponent's upkeep.
Trying to find a reasonable mana source in blue. Tapping down opponents lands seems blueish. Actually, this would probably need to be a bit more costly.

So I needed a replacement for Llanowar Elves and, what luck, one already exists. Fyndhorn Elves reprint, obviously.
And that would be where I came in, with the flavourtext :)
To fit Nomadic Elf I do kinda want the cycle to have

A notable step up on Covert Operative. But that was never a good card, and was in a set where blue was particularly hosed. Latch Seeker is the modern version of the other half, and suggests this might be okay.

Goblin Guide is most emphatically not a precedent for anything. It ostensibly has a drawback, although blatantly not enough. It's an absurd rule-breaking card, and it's also rare.
We only brought it up on Alexander's set because he's designing off-the-charts power cards, and comparing against the most OTT printed cards is the only sane way to discuss his ones.

Well; this is a vertical cycle mainly intended for "You killed my lands, but, ok, I'm cool with that"
The design intent of the set is "Pretty much everything is 'normal' power level" (Where normal is a couple of sets ago, now)

This vertical is mainly to let players recover after their lands get blown up. Not sure how well this (admittedly fun) card does in that role.

Hmm? Nomads en-Kor was common back in the day, and I'm not sure that ability's much different to the en-Kor.
