This is too good as a 1/1 at common, but it is probably too weird as a 0/1 at common. For a blue reknown creature you can get at most 2 of {common, flying, 1 mana}.

Renown will never trigger for this without some other boost, of course.
It's kind of really painful without having at least one power.
Flying Men go ta relatively recent reprint; so a 1/1 flier is reasonable at 1. With the upside of becoming a 2/2 though; that may be a bit too good.
