Yeah, this is tricky. It has unintuitive rules behaviour. The creature very briefly gets -3/-3, but it never has -3/-3 at the time of an SBA check, because the aura is sacrificed as part of the resolution of the same ability that puts the second counter on it.
...Well, more precisely, it depends quite how Charge is written in the Comp. Rules. It'd be possible for it to be two abilities - an activated ability with cost and a triggered ability. If it works like that, then this does give the creature -3/-3 for just long enough to kill it if it has 3 toughness (but anything 4 toughness or higher will only very briefly go down by 3).
"When the third is put" sounds like a separate triggered ability. It'd be more normal to say "Then if it has three", which makes it all part of the same ability.

This is an awesome card to aim at your own library turn 3 or so; get rid of all of your 1 and 2 drop creatures, trim your deck down to just the mid-lategame cards.
Huh; that's an interesting little design. Obviously good as your one-drop; especially if you're mostly defensive. But can be twisted to further advantahe via equipment and pumping instead of just having high initial power.
And then late game it's still usable for putting into play for a couple of turns, because big creatures can co-exist with it, just you can't play any new ones. Although late game it isn't gonna be very relevant, it's still a chump blocker.

Uh, wow. would pay quite a lot for an enchantment that lets them draw a card every time they cast a creature. This is like that, but cannot be Naturalised/
