I think we'll have a lot in the block (more than XLN block), but we'll take a look at the overall density of types, subtypes, etc. a little further on in development.
This actually began as a Triumph of Ferocity reprint, with Garruk a big player in the block, but green has an explicit go wide theme rather than a go tall theme so we're trying this twist instead.

Might include another juggernaut this set, if not definitely at least one in the next. Also synergizes with some of the enchantments cards and prowess. We also like the flavor a lot, and it plays more interestingly outside the set this way than just as a 6/6 attacks each turn creature.

While the second ability might have been supposed to be a Blightning reference you can't really blame me if I see stuff like Painful Quandary and Remorseless Punishment in it.

Anyway, Threaten effects certainly are in Tibalt's flavor — Tibalt, the Fiend-Blooded's ultimate was Insurrection after all.
Why would you ever choose not to? It's awesome! And you have the hope of getting them back with the ultimate, if you want to wuss out.
Mm. I feel the second ability just gives players an out to never use the first ability. This is Tibalt. Tibalt should force players to make scary decisions about discarding that random card in their hand.
The +1 is actually pretty savage CA and disruption for a 4 mana walker, so we consciously decided against a strong protection ability for him.
Probably we'll make the second ability something like "0: Target creature's controller may pay 3 life. If they don't, gain control of that creature until your next turn, untap it, and it gains haste."
Really like the punisher blightning reference, but we can move it to the PW deck Tibalt.

I like the first ability and ultimate, but I feel like the other + ability needs some way to have Tibalt protect itself or provide removal, or be some sort of permanent effect. Currently it feels a bit like Jace, Memory Adept - a one trick pony that's good it what it does and nothing else. Maybe something like Inner Struggle unless the opponent takes the damage instead? Alternatively you can just change it to a - and have it be straight up Inner Struggle instead.
The ultimate is hand and graveyard, not library and graveyard, so it more of a wheel-like Praetor's Counsel than a super entomb like Morality Shift. An effect that hasn't appeared before, and probably more RG than RB, but at least decently RB and with some nice synergy with other tibalt abilities.
Red is a nonrandom Skullscorch effect but with a Blightning reference, although maybe we should template with damage rather than loss of life to make it even more R. As of Mechanical color pie 2017, Punisher effects are primary R and secondary B, so you guys are just wrong there, frankly. And we definitely want at least one Punisher effect, since they fit Tibalt's flavor very nicely.
The overlap between the first two effects has been annoying us though -- might try a Punisher act of treason for the middle ability, or wrap them together into something like "draw a card, then each player discards at random unless they pay 4 life." In that case we'd explore a second ability entirely.

Nicely red loot with a black spike in it; and castable early enough that it might matter. Second ability is a hymm to tourach; very black and uh, why? It's just doubling down on the first ability.
And yeah; third ability is pure black. And hilarious; though almost impossible to trigger.
So yes, I agree - you need a different second ability, and it should be red. I'm not sure what your tibalt is supposed to be, really, so can't come up with a particularly great suggestion. Maybe a temporary creature steal?
