There. Doesn't fit the challenge rules anymore, but oh well...
...Yeah, yeah, yeah. I get it. Tapping things simply isn't as strong as it used to be. I'll figure something out.
I was thinking turning all your opponent's creatures into Grizzly Bears, but if you think that's too tough...
Gah! Cheaper and cheaper...
Wayyyy overcosted, too. Maybe with split second? Though even then it can't hit lands.
Um, yeah. The challenge was to create an uncommon card, and this is a common card (Twiddle, Dream's Grip, Frost Breath etc).
The +2 and -X are nice. I'm assuming the +2 is meant to grant lifelink UEOT, rather than permanently, because otherwise you get yucky memory issues. But it's a nice simple-yet-useful ability, yet weak enough that +2 seems reasonable.
The -X is intriguing. I think it might be better if the planeswalker were cheaper, 4 or 3 mana rather than 5, because once you've got

how much more mana do you need?
The ultimate is a bit of a miss. What's the point? Who is it meant to target? If yourself then 2/2 isn't big enough - it'd likely nerf some of your big things even while it minorly pumps your tokens - and if the enemy then 2/2 isn't small enough. Compare with Ajani Goldmane's -1, which would make all your creatures at least 2/2 and is permanent, or Garruk Wildspeaker's or Garruk, the Veil-Cursed's ultimates.
Heh. As worded, this searches for the original Sivitri Scarzam, not your version Scarzam, Dragonlady. Was that deliberate?
Assuming you meant to search for your version, it's a fun pairing. Each of them digs up a copy of the other (although you obviously can't cast duplicates unless you're doing Mirror Gallery silliness). In a deck with 4 of each, that's some serious insurance against mass or targeted removal. I like the idea. (Of course, the deck has the drawback of having 8 7-mana creatures in!)
This was created for Challenge #006. See also Scarzam, Dragonlady.

Tapping stuff isn't nearly this expensive.
Terashi's Cry (which was extremely weak anyway), Repel the Darkness, and (most recently) Feeling of Dread.
