There is an official ruling. Matt Tabak posted on Twitter: "From the upcoming M15 Release Notes: Each additional time The Chain Veil's last ability resolves will allow you to activate a loyalty ability of each planeswalker you control an additional time. For example, if you activate The Chain Veil's last ability, untap it, then activate it again, you can activate a loyalty ability of a planeswalker you control three times that turn." No matter how you word it, the only things Rest in Peace ever exiles "from the graveyard" are the cards already there for the ETB trigger.
Hive Mind + Morningtide (theirs resolves first) looks like the simplest way to break this, and that should be sufficiently unwieldy given that Hive Mind + Pacts is already a thing.
Buh... It seems I managed to utterly misread this as saying "from your hand". Ignore my first comment. Yes, this is pretty reasonable.
This works against the first half of Rest in Peace. The other half - the Leyline of the Void bit - is rather harder to muck about with, because it turns Murder into Unmake, and this card of yours can't do anything about Unmake.
This is a shield against Relic of Progenitus, Bojuka Bog, and other annoyingly efficient graveyard hate so that my Sun Titan deck can keep having fun. Unfortunately, I've just realized that it doesn't work against Rest in Peace and friends. Right? Could it say "Spell, ability, or effect?" Is that a thing?
Hmm, Gift a Feldon's Cane and, um, Word of Command them into using it?

Are there many such? Castigate, Mesmeric Fiend etc, I guess, but in those cases they still get to choose so they'd choose an instant or sorcery if this is out?
I guess there's lots of contention about it until we get an official ruling, but I've seen lots of people arguing over whether or not the wording of veil prevents an infinite combo or not.
The Chain Veil actually doesn't prevent abuse. If you untap it and use it again, you get three Planeswalker abilities. I don't see why they didn't use this wording.
Immé's fourth ability is now copied by The Chain Veil, albeit with a much more complicated wording to prevent abuse.
Yeah, fairly comparable. Drawing a card is better than scry 1, but this only draws you a card if it's doing nothing else. It's like a split card Force Spike/Reach through Mists.
I feel like it might be too strong if it made you
, since Mana Leak is regarded as too strong by some. And I can't reduce the cost to
because Force Spike is already good. This send better to me than Stymied Hopes, but maybe it's not.
Reminds me of Disrupt. It's a lot harder to leave 2 mana up for this than to leave 1 up for Force Spike (or Disrupt), but at least this cycles to replace itself when they pay. Seems fine, but not especially strong.
