Yeah. Similar to the spell Hesitation. Actually, you could instead go for an enchantment with flash. An Enter the Battlefield ability of countering a spell, and a sacrifice ability for Mana Leak. Either spell would prove interesting, I guess.
Would that have to be "The next time a player casts a spell, counter that spell unless..."?
Alternatively, you could just have this counter the next spell cast... not by a specific player. I don't think memory issues are as much of a problem if the card is halting the game from happening for a little while.
Until today, I never even noticed that cards aren't referred to by name in reminder text.

" you could sidestep memory concerns and make the card a bit more fair.

I really wanted to make this "creatures target player controls," but I didn't want it to have an obscenely high cost... Perhaps that could by alright at CMC

Man, I really want to pack 4 of these and 4 Magnifys in the same deck. That would ruin a fair number of players...
Should this be smaller (but with the same cost)?
Had to change the color, which meant changing the flavor... sigh.
