If it were "counter the next spell that spell's controller casts this turn unless he or she pays {3} " you could sidestep memory concerns and make the card a bit more fair.

Alternatively, you could just have this counter the next spell cast... not by a specific player. I don't think memory issues are as much of a problem if the card is halting the game from happening for a little while.

Yeah. Similar to the spell Hesitation. Actually, you could instead go for an enchantment with flash. An Enter the Battlefield ability of countering a spell, and a sacrifice ability for Mana Leak. Either spell would prove interesting, I guess.
