Also, could I cost this more aggressively?
Is there too much going on on this card? I like it the way it is, and I like the flavor, but as with many of my recent designs, there is a lot of text on this.
I'll probably cut off the second part. My card designs are always way too... busy.
I've considered many different variations on this. This is just one possible iteration of the idea.
Thanks! This is actually an attempt to salvage one of my first card designs, which, funnily enough, was a completely top-down design based on a character from a story I wrote.

It doesn't actually need it. But Wizards would probably include it anyway because otherwise a lot of people would get confused.
Does this need to specify creatures and planeswalkers in the damage-dealing portion?
Yeah, that pair of changes make this look rather nicer.
Making it 2 damage syncs it up to Ghostly Prison and Propaganda, in a way. That's nice.
2 damage makes sense to me. The +1 is decidedly weaker than Chandra's first first ability... and there are going to be plenty of times when you will be getting no advantage from it besides the loyalty counter. Maybe if you did that and reduced this card to

it would be par for the course? The -2 doesn't need two permanents, though. 4cc spells shouldn't hit the table and kill two lands... that's fine as is.
Could I bump up the numbers to make it more exciting, having him deal 2 damage and shuffle in two permanents? Or is that a lost cause?
All three abilities seem rather weak. The -2 will usually hit land, and okay, repeatable land destruction is a bit too good for this to cost -1, but it still doesn't look good at -2. The +1 is all right, but I don't think I'd particularly want to play this card just for that. And the -7 is pretty good, but I'm not sure it's worth 4 turns of +ing this guy.
Is this overpowered or underpowered? It's unlimited token removal, but just blink for anything else.
By "requires opponent to do something," you mean blocking the creature?
Huh. The interesting thing about this card is that if this is enchanted to a Hill Giant, it doesn't matter if it is blocked by a Giant Spider or a Giant Cockroach, it will kill both of them. With the spider, you'll just have to wait until the trigger is done resolving.
Assuming that people understand that, this is kinda good. Might be better as a creature, however. I'd be hesitant to enchant my creature with anything that requires my opponent to do something for it to function.
