You're right. I could have sworn I had it costed higher. Well, now it is.
I find it fun that this can make Planeswalker tokens that don't fret about another version of themselves popping up. Maybe that's dangerous, though. I think allowing any player to do it somewhat balances it, but obviously the deck playing this is going to include more combos.
Yeah, seems a good fit for the community set. It's "puts a copy of that permanent onto the battlefield, except that it's a colorless enchantment with no name and no other types" that I find interesting, the current implementation may be the best, but it might be something else.

I believe removing type creature does remove power and toughness. Yeah, I agree this fits the Community Set in theme. It's a very weird card. Goes somewhat insane with Mangara of Corondor and other cards which exile themselves to pay some particularly steep cost such as Planar Guide. Hilarious with Ring of Ma'Ruf, and quite scary with Relic of Progenitus!
Also goes quite odd with things that flicker themselves... most things like Flickering Spirit are somewhat pointless, but Sengir Nosferatu works pretty well, and Ghost Council of Orzhova works very well, especially as the tokens have no name.
And yet, in all these cases, the cost of
that you wisely put on there means that it's not really broken. Just fun in a Johnny kind of way.
(Okay, it is somewhat broken with Mangara of Corondor. But so were many untap effects, as I exploited in a casual MTGO deck at the time.)

I don't know. I admit, it's easier said than done, since the card is so clean, and adding anything would take away from that. I think if I designed the card I would have, instead of countering, drawn you card, and gained you 3 life. A bit silly if you have 6 blue up. Your card is probably better, though. ;)
What would you like for an escape clause?

I like it. I find it unfortunate that it will work too well against the decks it works well against. But even then, it would probably play Rochambeau with the deck to beat, forcing Fairies (to take an example from 2009) to not pack as many blue creatures.
Though, I got to admit, I like escape clauses for cards like this. I know you prefer straight up griefing, though, so that's business as usual.
What this really punishes is decks that use all the same type. Maybe the "choose a type" could force you to choose it from a card in a visible zone.
Suture Priest, Soul Warden, and Soul's Attendant would love this, too.
Well, the point would be that you'd have enchantments that stuck around and got to use the abilities of the missing permanents. I forgot that removing a creature's type doesn't remove its power and toughness... so you'd have a random enchantment with power and toughness. Hmm.
This seems very strong. Follow a WOG with this? All you have to do is leave 2 mana open to stop all their instant burn spells. Playing a threat-light control deck? Drop this on your opponent naming creatures and you've gone a huge way towards sealing the game.
That said, I think it's maybe not too overpowered. This thing is probably a little format-warping, but aggro can get by with varying the burn spells while control can always grab their silver-bullet Disenchants from the sideboard.
This is really cool, maybe balanced, and SUCH a beating with Honor of the Pure. Cool idea, EDH would love this thing.
Yeah, this thing loves sacrifice effects. And since the sacrifice is part of the effect that means that you still get the damage if you sac it while the trigger is on the stack!

Well that would mean that creatures are no longer creatures when the come back with your current wording. I don't know if that actually matters as far as the rules regarding creatures (attacking, blocking, ect) are concerned, but something to think about.
Also, is "no other types" necessary?
