Also, a real Time Warp effect would allow you to play an extra land.
Yeah. I wouldn't mind this in mono-red or mono-white, and I'd almost be okay with it in mono-green, but putting it in mono-blue as written would be weird.
Indeed. That's the point. If you think of it in terms of all its components, Time Warp isn't especially blue.

If it dies to lethal damage or 0 toughness, the actual culprit is a state-based action that isn't controlled by any player. How many people will misplay that, and how much does that limit the usefulness of the effect?
