Interesting idea. Definitely one for multiplayer.

Seems very inelegant to say "its activated abilities can't be activated" when it doesn't have any by default. Is it really a problem to be able to stick a Viridian Longbow on this rather than an Valiant Guard?

I was having fun with a creature that is Arrested by default. I was tempted to give it a {t} ability, but I thought a subset of people would find it interesting if it didn't have one.
